Le campement de la jeunesse Frantz Fanon, situ&#233; au stade municipal de Niamey a servi de cadre pour des centaines des jeunes, tant&#244;t dans les salles tant&#244;t assis sur des nattes autour du th&#233;, de discuter sur des sujets aussi importants comme les enjeux d'une r&#233;forme des institutions internationales, le drame de l'immigration, les questions d'&#233;ducation, d'emploi sans oublier le r&#244;le de la jeunesse, en tant que fer de lance, dans la dynamique de d&#233;mocratisation, de l'unit&#233; et de la souverainet&#233; du continent noir.
Conscients de leur majorit&#233; num&#233;rique sur les quelques 900millions d'habitants qui se partagent un continent riche mais appauvri et de leur place marginale surtout lorsqu'il s'agit de d&#233;finir et de mettre en &#339;uvre des politiques affectant immanquablement leur avenir, les jeunes d'Afrique ont innov&#233; en ajoutant aux dix sept(17) th&#232;mes soumis &#224; leur analyse par le comit&#233; organisateur nig&#233;rien, un autre d&#233;fi portant sur la structuration de la jeunesse africaine . Ainsi, apr&#232;s une s&#233;rie d'interminables &#233;changes ponctu&#233;s par un m&#233;ga concert qui a vu la participation, dans la nuit du 27 Novembre, des artistes locaux et de Didier Awadi, un artiste s&#233;n&#233;galais engag&#233; pour la cause et sous les applaudissements d'une dizaine de milliers de spectateurs, les locataires du campement Frantz Fanon ont fini par mettre en place un R&#233;seau des Jeunes pour une Autre Afrique Possible (RJAP). A travers ce cadre de lutte qui regroupe la jeunesse du Maroc, d'Alg&#233;rie, de Nigeria, de C&#244;te d'Ivoire, du Burkina, du Togo, de la Guin&#233;e, du Cameroun, du Mali, du S&#233;n&#233;gal, du B&#233;nin, de la Mauritanie et du Niger en raison de deux repr&#233;sentants par pays, la jeunesse africaine, &#171; victime du larbinisme de ses gouvernants complices de la d&#233;sertification &#233;conomique du continent &#187;, consciente des enjeux et des d&#233;fis anciens et &#233;mergents, &#171; s'engage, &#224; en croire aux recommandations de la rencontre, dans le mouvement altermondialiste, en tant qu'acteurs &#224; part enti&#232;re, &#224; participer, sans r&#233;serve, &#224; la construction d'une autre Afrique possible &#187;. Selon les conclusions de l'Assembl&#233;e constitutive tenue en marge de cette 5eme &#233;dition du FSA, le RJAP reste ouvert &#224; l'adh&#233;sion des jeunes des autres pays d'Afrique partageant les m&#234;mes objectifs. Ces derniers visent en premier chef &#171; l'&#233;ducation et la mobilisation de masses populaires contre cette avilissante mondialisation n&#233;olib&#233;rale &#187;.
Pour les jeunes d'Afrique, le RJAP n&#233; dans les sillages du forum social africain, est l'occasion de p&#233;renniser et de renforcer la mise en place d'une synergie d'actions entre les diff&#233;rents mouvements progressistes, en vue de cheminer vers cette autre Afrique possible jalouse de sa dignit&#233; s&#233;v&#232;rement bafou&#233;e par les politiques n&#233;olib&#233;rales et les lois anti-immigration occidentales ; cette autre Afrique possible qui revendique et assume son droit au libre choix politique, &#233;conomique et social. Il s'agit pour eux, de lutter pour une Afrique effectivement d&#233;mocratique, unie et souveraine et qui refuse, sans complexe aucun, d'&#234;tre sacrifi&#233;e sur l'autel de la d&#233;shumanisante mondialisation n&#233;olib&#233;rale.
En d&#233;pit des prises de position souvent tr&#232;s passionn&#233;es, les participants ont privil&#233;gi&#233; ce qui les rassemble. La rigueur sur le respect des principes d&#233;mocratiques est le cr&#233;do manifeste des jeunes pr&#233;sents &#224; toutes ces discutions. C'est ainsi qu'au cour de la journ&#233;e du 27 Novembre, lors du d&#233;bat des jeunes dans la salle Kwame Nkrumah, une personnalit&#233; mauritanienne venue pour d&#233;fendre la junte au pouvoir dans son pays, a &#233;t&#233; vite expuls&#233;e de la salle par les jeunes d&#233;fenseurs des valeurs d&#233;mocratiques, au nom du principe d'opposition cat&#233;gorique &#224; la prise de pouvoir par la force.&lt;/div&gt;

		&lt;div class='rss_texte'&gt;&lt;p class=&quot;spip&quot;&gt;Plus de 10.000 personnes ont particip&#233; &#224; la marche d'ouverture de la cinqui&#232;me &#233;dition du Forum Social Africain (FSA) de Niamey. De la place Toumo &#224; la place de la Concertation , terminus de la marche et lieu du meeting, les manifestants venus d'horizons divers ont scand&#233; des slogans anticapitalistes et anti-imp&#233;rialistes. Sur des banderoles, on pouvait lire : &#171; non &#224; la dette, nous ne devons rien &#187;, &#171; Accord de Partenariat Economique &#233;gale &#224; augmentation de la d&#233;pendance &#233;conomique &#187;, &#171; nous exigeons la reprise par l'Etat des soci&#233;t&#233;s privatis&#233;es &#187;, &#171; non &#224; la contractualisation sauvage de l'emploi &#187;. Comme l'annonce le th&#232;me de cette cinqui&#232;me &#233;dition du FSA : L'Afrique des peuples &#233;tait ce jour l&#224; en marche contre la mondialisation n&#233;olib&#233;rale . Le comit&#233; organisateur nig&#233;rien a r&#233;ussi son pari. Taoufic Ben Abdallah, secr&#233;taire du Forum social africain a salu&#233; les efforts d&#233;ploy&#233;s par ce comit&#233; malgr&#233; les maigres ressources financi&#232;res dont il disposait.
Le coordonnateur du comit&#233; national d'organisation, Moussa Tchangari, n'a pas cach&#233; lui,sa satisfaction pour cette grande mobilisation des alter mondialistes, venus du Niger, d'Afrique, d'Am&#233;rique et d'Europe pour participer &#224; cette cinqui&#232;me &#233;dition du Forum Social Africain. &#171; Je suis fier de vous tous &#187;, a-t-il clam&#233; fort.
Successivement sur la tribune, Taoufik Ben Abdallah, secr&#233;taire du Forum Social Africain, Aminata Dramane Traor&#233; du Forum Social malien, Diori Ibrahim coordonnateur du campement de la jeunesse et plusieurs autres invit&#233;s ont pris la parole pour galvaniser la mar&#233;e humaine qui continuait &#224; scander des propos hostiles &#224; l'ordre n&#233;olib&#233;ral.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;&lt;strong class=&quot;spip&quot;&gt;Le proc&#232;s de la mondialisation n&#233;o-lib&#233;rale&lt;/strong&gt;&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;Le Palais de sport de Niamey, site qui a accueilli les activit&#233;s de la cinqui&#232;me &#233;dition du Forum Social Africain a servi de tribunal aux altermondialistes pour faire le proc&#232;s de la mondialisation n&#233;o-lib&#233;rale. La question sur le droit &#224; l'alimentation a &#233;t&#233; au centre des d&#233;bats du FSA. Une conf&#233;rence pl&#233;ni&#232;re sur &#8220;le droit &#224; l'alimentation &#224; l'&#233;preuve de la mondialisation n&#233;olib&#233;rale&#8221;, a &#233;t&#233; anim&#233;e par Moussa Tchangari, coordonnateur du consortium des associations et ONG qui plaident pour le droit &#224; l'alimentation au Sahel. Dans les s&#233;ries de conf&#233;rences sur l'Afrique dans l'arc des crises, la crise alimentaire en Afrique a suscit&#233; de grands d&#233;bats dans la salle Patrice Lumumba du Palais des sports. Selon la conf&#233;renci&#232;re Madame Hima Fatimatou Djibo, la secr&#233;taire g&#233;n&#233;rale la Plate Forme Paysanne du Niger, l'offensive du capital sur les ressources naturelles n'est plus &#224; d&#233;montrer. La pouss&#233;e du capital a d&#233;pouill&#233; l'Afrique de ses terres cultivables, de ses for&#234;ts, de ses eaux et de ses minerais. Du coup la population rurale et l'environnement sont menac&#233;s par les multinationales. &#171; Les arguments, comme les crises climatiques et &#233;nerg&#233;tiques ont contribu&#233; &#224; l'intensification des plantations d'agro carburants sur des grandes surfaces de cultures au d&#233;triment des cultures vivri&#232;res &#187;, a-t-elle indiqu&#233;. A c&#244;t&#233; de ces facteurs qui aggravent la crise alimentaire au Niger, Madame Hima Fatimatou Djibo, a &#233;voqu&#233; la question de la concurrence entre le carburant industriel d'origine agricole et l'alimentation. &#171; Le FMI, la Banque Mondiale, et l'OMC doivent &#234;tre &#233;limin&#233; et mettre en place d'autres institutions de r&#233;gulation de l'&#233;conomie mondiale, sans servir les int&#233;r&#234;ts d'une poign&#233;e de privil&#233;gi&#233;e &#187;, a soutenu la conf&#233;renci&#232;re. De l'avis de plusieurs intervenants, la souverainet&#233; alimentaire en Afrique doit &#234;tre fond&#233;e sur les connaissances des paysans qui sont le moteur de la production en Afrique.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;&lt;strong class=&quot;spip&quot;&gt;La dette odieuse et asphyxiante&lt;/strong&gt;&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;&#171; La Banque Mondiale, le Fonds Mon&#233;taire International, les banques du Nord pr&#234;tent pour leurs propres int&#233;r&#234;ts avec la complicit&#233; des gouvernants des pays du Sud &#187;, a laiss&#233; entendre un alter mondialiste malien, au cours du d&#233;bat en pl&#233;ni&#232;re sur la dette. La dette des pays africains a &#233;t&#233; contract&#233;e selon des m&#233;canismes qui &#233;chappent aux citoyens. &#171; Seuls les gouvernants peuvent expliquer les conditionnalit&#233;s &#187;, a indiqu&#233; Yoro Bi de C&#244;te d'Ivoire. De l'avis de Ibrahim Yacouba, du R&#233;seau Nig&#233;rien Dette et D&#233;veloppement (RNDD), en 1975 la dette ext&#233;rieure publique du Niger &#233;tait de 27 milliards. Elle a &#233;t&#233; quasiment multipli&#233;e par pr&#232;s de 40 en 2000, pour d&#233;passer 1000 milliards. Malgr&#233; l'explosion et l'exploitation de l'uranium, la pauvret&#233; s'approfondit dans les m&#234;mes proportions avec les plus forts taux de mortalit&#233; infantile et maternelle, les plus bas taux d'acc&#232;s &#224; l'&#233;ducation et &#224; la sant&#233; publique. Selon Olivier Bonfon du Comit&#233; pour l'Annulation de la Dette du Tiers Monde (CADTM Belgique), la dette des pays du tiers-monde entre 1960 et 2007/2008 est divis&#233;e en quatre p&#233;riodes charni&#232;res. La premi&#232;re va de 1960 &#224; la crise de 1982 qui a vu la dette osciller au tour de seulement 50 milliards de dollars pour tous les pays du tiers-monde. La seconde couvrant la p&#233;riode de 1982 &#224; 2001 durant laquelle elle va passer &#224; 600 milliards de dollars avant d'exploser pendant le troisi&#232;me grand moment allant de 2001 &#224; 2007/2008 et vaciller autour de 2500 milliards. Une quatri&#232;me &#232;re s'ouvre donc pour les pays pauvres, et la situation, de l'avis des experts , pourrait &#234;tre alarmante avec l'augmentation des taux d'int&#233;r&#234;ts et la chute du cours des mati&#232;res premi&#232;res. Cette politique d'aust&#233;rit&#233; avait compl&#232;tement d&#233;sarticul&#233; l'ossature socio &#233;conomique des pays pauvres. Les in&#233;galit&#233;s augmentent et les services publics se d&#233;gradent. Les participants &#224; cette conf&#233;rence ont demand&#233; aux Etats africains l'arr&#234;t du paiement de la dette. &#171; Mais, il nous faut , pour porter une telle revendication, un vaste mouvement social suffisamment fort &#187;, a pr&#233;cis&#233; Ibrahim Yacouba du RNDD.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;&lt;strong class=&quot;spip&quot;&gt;Forte mobilisation des jeunes&lt;/strong&gt;&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;Les jeunes se sont mobilis&#233;s au niveau de leur campement qui porte le nom du c&#233;l&#232;bre &#233;crivain Frantz Fanon. Les d&#233;bats sur l'&#233;pineuse question de la migration a &#233;t&#233; l'un des temps forts des discussions au niveau du site des jeunes. Selon Ou&#233;drago Moussa, du Burkina Faso, le dispositif de surveillance europ&#233;en ne peut pas mettre fin &#224; la migration clandestine. &#171; Ce n'est pas le go&#251;t de l'aventure qui anime les jeunes, qui risquent leur vie en haute mer et dans les d&#233;serts, mais la fuite de la mis&#232;re &#187;, a-t-il indiqu&#233;. Aujourd'hui beaucoup de jeunes africains pr&#233;f&#232;rent mourir en mer que de rester vivre dans la mis&#232;re. De l'avis de ces jeunes, cette migration &#8216;' &#233;conomique'' est le produit de l'&#233;chec des politiques n&#233;olib&#233;rales impos&#233;es aux pays africains par l'interm&#233;diaire de la Banque mondiale et du FMI. &#171; Ce sont nos dirigeants corrompus qui ont contribu&#233; &#224; cette situation de pillage de l'Afrique et du maintien de sa jeunesse dans la mis&#232;re &#187;, a d&#233;clar&#233; A. Gaston du mouvement des Peuples du Togo. C'est pourquoi les jeunes participants &#224; ce campement de Niamey ont mis en place un r&#233;seau de jeunes panafricains.&lt;/p&gt;&lt;/div&gt;

A 70-seat bus will be provided for each country, making up a total of 700 West African delegates.
